Media Requirements

WCAG 2.1 AA lists the following accessibility standards for media content:

  • Live captions for real-time events (SC 1.2.4)
  • Synchronized captions for pre-recorded videos (SC 1.2.2)
  • Text transcripts for audio-only content (SC 1.2.1)
  • Audio descriptions for visual content (SC 1.2.5)

Title II Compliance Dates

The Department of Justice’s ADA Title II ruling sets specific timelines for when public colleges and universities must comply with digital accessibility requirements:

  • April 24, 2026 — Public universities and colleges with 50,000 or more constituents
  • Applies to all state universities and many large community colleges
  • April 26, 2027 — Community colleges serving fewer than 50,000 constituents
    • Applies to smaller public institutions that serve smaller communities
